The original article is therefore neither replaced nor refuted. It is continued. The problem it raises is transferred into another space of possible institutions, relationships and decision architectures.

culture.lt asks a different question: what if it is not only decisions inside the system that must change, but the architecture of the system itself?

The problem is not necessarily bad leaders, bad institutions or bad experts. The problem may be the architecture itself.

Post-hierarchy seeks to make freedom, equality and participation not merely declared values, but properties of the system itself.

Post-hierarchy therefore matters not only as a more effective form of coordination. It may become an environment for human development in which autonomy, responsibility, creativity, empathy and the ability to act together can unfold.

Why discuss this on a cultural portal?

Culture is not merely content administered by institutions. It is not only what cultural councils fund, museums display, festivals select, publishers release or critics recognise.

Culture is a process through which meaning forms in society. People create symbols, narratives, aesthetic forms, values and interpretations of life. They transmit them to one another, transform them, reject them, adopt them and combine them.

culture.lt approaches culture as a self-organising process of meaning.

A hierarchical cultural system institutionalises this process: centres emerge that select, evaluate, finance, legitimate and distribute attention. For a long time this has been an effective way of organising culture, but it is not the only possible one.

In post-hierarchy, the audience is no longer merely an audience. The creator need not remain the sole source of meaning. The expert does not lose competence, but loses a monopoly on determining value. An institution need not disappear, but its function can change: from gatekeeper to infrastructure that helps people create, connect, discover and act together.

Culture as a freely self-organising process

This portal is not intended only for people who shape cultural policy. Its question is broader: how would culture itself change if society acquired new ways to think, create and decide together?

This would mean more than involving more people in an existing cultural system. It would be a more fundamental shift: the power to form culture would increasingly move into an interacting society.

Culture could then re-emerge not as a system of values and works administered from a centre, but as a living, multiple and self-organising field of meaning.

We do not predict the future—we investigate its architecture

Forms of post-hierarchy are only beginning to be created. Their institutions have not yet been fully invented. Their language is still emerging. culture.lt therefore does not claim to offer a final theory of post-hierarchy.

We investigate it through concrete cultural problems—art, education, institutions, economics, technology, expertise, authorship, public space and collective intelligence.

Alongside analyses of texts from Lithuania’s cultural press, special explanatory texts for a global audience will gradually appear. They will examine the principles of post-hierarchy and the ways in which they might emerge in different fields of civilisation.

Perhaps the most important transformation of the twenty-first century will be neither a new technology nor a new ideology, but the very way in which people organise themselves to act together.

And culture will change with it—not because someone reforms it from above, but because society acquires new ways to create it together.
